(To all students) Call for caution regarding the novel coronavirus

January 29, 2020

To all students,

Due to the spread of infection from the novel coronavirus originating in Wuhan City, Hubei Province, China, the website for overseas travel safety information of the Japanese Ministry of Foreign Affairs and others has called for caution and safety precautions while giving advice on overseas travel. Thus, while checking the latest information on the related information websites, we request that you keep the following guidelines in mind and take all possible precautions to secure your personal safety.

1. As the novel coronavirus is infectious, the infection danger level for the entire Hubei Province, China, has been raised to Level 3 (Level 3: Do not travel to this area. (Suspension of travel advisory)). In addition, taking into account the current situation, please refrain from all non-essential travel to China.
2.In the case that you have an unavoidable reason for travel to China, please ensure that you follow the following guidelines thoroughly.(1) Though there are no evidence for wide spread on sustained human-human infection of the novel coronavirus-related pneumonia on the present report, they find the evidence on human-human infection in Japan on this illness.
As with measures against colds and influenza, implementing the usual measures against infection, such as cough etiquette and hand washing, etc., is extremely important.

(2)Since there is a possibility that infection will spread more widely, when travelling to parts of China other than Wuhan, as well as obtaining the latest information regarding areas of China from the website for overseas travel safety information of the Japanese Ministry of Foreign Affairs, other related information and media reports, and while taking the utmost personal care, please take the following three actions.① Please submit, without fail, a Notification of Travel Abroad for Study or a Notification of Private Overseas Travel using the International Exchange Support/Overseas Travel Registration System.② Please register, without fail, your travel (except international students) on the “Tabi-reji” (for overseas stays of less than three months) or the “Zairyu Todoke ORRnet” (for residence overseas of three months or more) operated by the Japanese Ministry of Foreign Affairs. In addition, also ensure that you gather information from the website for overseas safety of the Japanese Ministry of Foreign Affairs and on the prevention of infection, etc. from the Ministry of Health, Labour and Welfare.③ Further, do not fail to inform your family, friends and the university (the faculty or research department, etc. that you belong to) of your contact details at your destination.
